“Washington has just as much an interest in encouraging student loan defaults as do, for example, collection companies, which obviously live off defaults. This is exactly what the first president Bush meant when he declared his intention to “run government like a business.” Government itself has become a predatory lender. It has the same incentive to benefit from default as do private lenders.”
